Whenever possible, I include pdf files "to ensure timely dissemination of scholarly and technical work". Please do not violate any of the copyright holder's rights. In particular, although the distribution of scholarly work in this way is apparently legal, the IEEE and Springer-Verlag are good enough to remove any ambiguity and explicitly allow these postings; let's encourage their open approach. (In compliance with IEEE & Springer-Verlag requests, the IEEE copyright notice appears on the web pages with the files, and links to Springer-Verlag are included with the appropriate references.)
